10 + 2 Update

U.S. Customs (CBP) has filed the interim final rule for the new “10 + 2” program which is to start 60 days from filing in the Federal Register. The new informational requirement will be in effect on January 26, 2009.


The Security Filing, also known as 10 + 2, is another step in the Department of Homeland Security’s strategy to better identify high-risk cargo to prevent terrorist weapons from entering the United States.


Under this new regulation the steamship carrier will be required to submit 2 additional pieces of information to Customs before the goods will be allowed to be loaded at the port of origin. The additional information that will be required for the carriers is:

  • a vessel stow plan used to transmit information about the physical location of cargo loaded aboard a vessel bound for the U.S. and;
  • container status messages, which report container movements and changes in status (e.g., empty or full)

In addition, Customs (CBP) also will require importers or their agents to submit an additional 10 pieces of information on their “Importer Security Filing” containing the following:

  • Manufacturer (or supplier) name and address
  • Seller (or owner) name and address
  • Buyer (or owner) name and address
  • Ship-to name and address
  • Container stuffing location
  • Consolidator (stuffer) name and address
  • Importer of record number/foreign trade zone applicant identification number
  • Consignee number(s)
  • Country or origin, and
  • Commodity Harmonized Tariff Schedule number

These 10 pieces of information that are required by the importer are to be sent to Customs via ABI (Automated Broker Interface). Since International Freight Systems already has the ABI link to CBP, we have already reprogrammed our data transmission system so that we can assist our importers in the submission of the additional required 10 pieces of information that will be transmitted under the Importer Security Filing. This will require extremely good communication between you as the importer and International Freight Systems as your Customhouse Broker. An Importer Security Filing must be made on each and every shipment 24 hours prior to vessel departure from port of origin. This is going to have a major impact on you as the importer. The importer, supplier and Customs Broker will be working more closely than ever.
